The third ordinary congress of KKE

[March 1927]

The Third Ordinary Congress of the Communist Party assembled on March 1927. Representatives from the Communist International and the Balkan Communist Federation attended the sessions.

The congress confronted the liquidating group which propagated the party’s reconstruction by «elite elements»; they also claimed that «it is impossible for a serious communist party to exist in Greece, unless ideologists from the bourgeois and petty bourgeois strata are drawn to the party» in order to enlighten «the uneducated proletariat» and that the workers constitute the most backward social stratum and consequently recruiting workers is unnecessary.

The congress, based on the Marxist-Leninist principles, played a decisive role in the ideological-political and organisational rallying of the party. It voted «theses for the country’s economic and political situation and for the party’s immediate tasks». In the theses, it was mentioned characteristically: «our country, from the point o view of capitalist development, is undeveloped. The most important role in the national economy is played by the agricultural sector and the shipping and Banking capital. Industrial capital plays a subordinate role. The semi-colonial status of Greece and her subjugation to the imperialist forces result in the dependence of the bourgeoisie’s (and its competitors’) domestic and foreign policy on these forces. Moreover, the struggle among the imperialist forces as to who will dominate in Greece is reflected in the domestic and foreign political events concerning the country».

The congress also adopted resolutions about the trade Union movement and a resolution about organisational matters. It set immediate tasks aiming at securing the party’s operation on the basis of democratic centralism and its broadening with the recruitment of workers (target 5.000), intensifying its activities in the trade unions and the countryside, drawing its attention to work in the youth especially the Communist Youth of Greece, the struggle against the restoration of monarchy and any military coup, the fight against imperialism, particularly the British, and at preparations for illegal action.
