The tenth congress
[15-20 May 1978]
The 10th Congress met in 1978, the first legal Congress after 27 years of illegal activity and compulsory refugee life.
The congress set duties, in these new circumstances, and modified the program approved by the 9th Congress. It removed the formulation of «New Democracy» which corresponded only to the junta era; it kept the unified revolutionary process with the two stages of revolutionary transformations and laid out the Program both on the first stage of «people’s democracy» and on «socialism», too.
The «people’s democracy» program was struggle aiming at the rallying of all those forces which would benefit by its application, since this form of social order «will oppose international imperialism, domestic monopoly, oligarchy and all those reflecting such interests in all sectors of our country».
The congress determined that «if the country’s anti-imperialist, anti-monopoly democratic revolutionary transformation is to be realised, it is obligatory to rest power from the hands of the national monopoly-oligarchy and place it in the hands of the anti-imperialist, anti-monopoly democratic forces and to establish an anti-monopoly, anti-imperialist people’s democracy.
A series of resolutions regarding trade unions, tradesmen, small scale manufacturers, scientists, youth, women, rural areas, Municipal Affairs, Parliamentary duties were also adopted; resolutions which decisively improved the Party’s activities in these particular situations in the various movements and fronts. The congress discussed and decided to develop the party’s lines and orientations in its construction as well as to decisively improve the ideological work.
