Questions of the strategy of the Party for the anti-imperialist and anti-monopoly democratic front and for socialism.
The 15th Congress developed the strategy of the Party and its Programme, in which the following assessments were made:
Greek capitalism is found in its last stage of development, the state monopoly phase. In Greece there are the material bases for a transfer to socialism. Greece is found in an intermediate and dependent position in the world imperialist system. Also the character of the revolution was defined as socialist.
The anti-imperialist, anti-monopoly, democratic line of struggle will lead to the rallying of a large majority of the people, in resistance and the defence of its interests against the offensive of big capital, This the road which will aid to change the balance of forces, to become the approach based on certain conditions which will lead to the transition to socialism. For this reason the political proposal for the setting up of the AADF was elaborated, which occupied the 15th and 16th Congresses greatly, the decisions still being valid.
In the years which have intervened, the participation of our country in imperialist wars and interventions, its participation in the planning and application of anti-people and anti-worker measures which the governments and central imperialist centres and unions have put forward., such as the EU and NATO, the strengthening of the monopolies confirms that basic features of the imperialist stage are present in Greek capitalism. This development highlights the need for the construction of the AADF which is a vital need for the workers and the central task of the Party.
The political proposal for the AADF is clear and concrete. The KKE does not put as a basic condition for the creation of a common platform of activity agreement on socialism, as its programmatic position is that there is no possible intermediate stage between bourgeois political power and socialism. Consequently, it does not oblige the other forces in the alliance to accept the goal of the acquisition of socialist power in Greece, and the laws of socialist construction.
The AADF will be made up of disparate social and political forces, from the view of social position and ideological-political stance, who nevertheless agree on the need to seek another road of development for Greek society, in opposition to the interests of the monopolies and the imperialist centres. This alliance will be expressed objectively on a wider social basis, i.e. the interests of the majority of the people. The proposal of the KKE for AADF takes into account the balance of forces, the class makeup and general situation which exists in the country.
For the setting up of the AADF, it is necessary for there to exist a level of agreement on the programmatic direction and the goals of struggle, which will have an internal coherence and hierarchy with a clear an anti-monopoly and anti-imperialist character. The AADF will project to the people that it is a necessity for the interests of the exploited and downtrodden popular forces be put forward at the level of state power. The AADF must have a proposal for the people concerning state power.
The Party has developed a general idea on the issue of power, which can operate in a unifying way, since it contains the basic directions which separates it from the form of state power today and its different forms of management. The idea of peoples power and the peoples economy can unite the participants in the AADF.
The general line for the programmatic platform of peoples power and the peoples economy are described in detail in the decision of the 16th Congress for the AADF.
The Party will keep its ideological, political and organizational independence while at the same time struggling for the consistent development and strengthening of the AADF. This obvious right also applies to its allies.
It will put forward with firmness and consistency its policy of alliances and at the same time openly disseminates its programme to the people and its allies, which project the necessity and timeliness of socialist transformation. It will disseminate its positions on how it views the road and basic conditions for the passage to socialism.
In the conditions of class conflicts and the large loss in the influence of the bourgeois parties and their allies, their may come into being a government of anti-monopoly , anti-imperialist forces based on the parliament without the conditions for a revolution being present. This government , outside of its radical declarations, the sincerity of its intentions, which the Party does not have reason to doubt in a prejudiced way, must meet the sharpened demands and vital needs of the people. Timetabling solutions for the people , based on its commitments, it will be obliged to push the situation forward. The period it has before it will not be long, in the conditions of the counterattack of the oligarchy and its parties and the international imperialist blocs. If it fails and is overthrown because of the balance of forces or subjective factors or because of the two, the workers and more generally the peoples movement and the radical forces must have the ability to adapt. So that the goal is not deserted. So that these forces are again found in a position to counterattack and on the road of struggle for political power.
