The responsibility of the Central Committee
The CC and its departments must acquire the ability to lead, in relation to its content, methods and forms of work, so that it contributes to forming the united view in action and also the ability to specialise.
The CC, as well as the other elected bodies must be uncompromising with subjectivism, overgeneralization, fragmentisation, empiricism and pragmatism, so that inner party life is enriched, so that collectivity and inner party democracy are developed. The members and cadre of the Party must come to know all the information, which connected to individual experience and judgement, will give them the ability to make interventions in the inner party meetings. In line with the developments and needs of the movement, there must be more general discussions within the Party concerning important political, ideological, domestic and international issues. It is the responsibility above all of the CC and its leading bodies, with planning and sensitivity, to create the conditions , taking into account the needs which the PBOs highlight.
It is not enough for the CC to elaborate correct decisions, to make well-intentioned choices, to have the ability to forecast. Each link in the chain of party work must play a creative role in the elaboration of the approaches and responsibilities in its own area, in their enrichment with local or specialised experiences, or with more specific problems.
The leading work, in content, orientation and method, must lead to the upsurge of the personal responsibility of the cadre and members of the Party, in the development of a spirit of creative initiative. The cadre must assist with the writing of articles and the generalisation of experience and the strengthening of the political aspects of leading work.
The most clear condition is the improvement of the social composition of all the bodies and ranks of the Party, its renewal with new blood from the working class, young people and women.
The CC in conjunction with its leading bodies, must develop a concrete plan of political assistance for the development and selection of cadre. In the years to follow a more wide-ranging renewal of cadre will be necessary.
The importance of the checking of the individual work of cadre is key to raising the level of criticism and self-criticism in the Party as a whole.
