Dear Comrades

In the current stage of development of the world economy, the national capital and national industry is disappearing. The large concentrations of capital vacuum in all countries the so-called national capital. Due to the new concentrations of capital and the changes in ownership emerges the internationally expanding big business held by bigger and lesser owners. These big companies have done and are preparing new international agreements. Their aim by agreements is to prevent the consumption of their resources into the struggle between each other. This does not mean, however, the reduction of military clashes, because during the last century, wars have been capitalism's greatest and most effective way to enlarge influence of the capital to expand and concentrate. Today the wars are a big business of military facilities, of warfare, and finally of repairing the damages of the war. All three stages of the war are producing additional capital to large-scale industrial - and financial centers (consortia).

In contemporary capitalism, big business interests do not coincide with the interests of the nation-state because nation-state sets too narrow limits on capital gathering and concentration. National Interests, national monopolization and cartels are no longer enough for the big business. Therefore, essential today are international consortiums, big industrial and financial centers. So disappears the independence of the national private companies and they will become under joint economic management in national level, and especially internationally.

The European Union is like a public limited company which has been formed for fulfillment of the tasks set by large capital owners. Capital owners are preparing in their cabinets plans and proposals to put forward by the governments and parliaments of the European Union public limited company.

Huge consortiums which dominates big amounts of capital will conquer private companies but also will capture the state owned companies. In Finland, as elsewhere in Europe the states are privatizing enterprises in basic industry, railways, energy banking, telecommunications, health care, etc. Governments use privatization money for financing private businesses. Privatization money is not used for supporting the lives of citizens, to eliminate unemployment or to correct other defects.

A similar privatization is carried out at the municipal level too. In Finland, the government is reducing the number of municipalities from 336 to 70. Privatization of public services has been running for a long time. Big international companies have appeared to make profit for example in health care, displacing national enterprises, and carrying their profits to the tax-paradises.

When EU was formed, it opened everywhere in Europe possibilities to the capital to penetrate into the industrial and service sectors, as well as into the political decision making processes. However, Europe is too small for the current operations of the big consortiums. Therefore, the consortiums take advantage of bourgeois democracy in the European Parliamentary political system on a global scale. The aim is to conquer new raw materials and markets and to strengthen the consortium of economic, political and military power beyond Europe's borders.

These objectives are not really new. Already the First World War started and in its end in Versailless´ treaties, led to the development of the consortiums. The fascist regimes in Europe in 1920-1930s´established by consortiums, confirmed the power of the big business in the international level. This power was supported by all the European countries except the Soviet Union. European big business consortium could not accept the Soviet Union, which did not give up the world's richest and largest raw material areas under its management in the Second World War. Therefore, it is obvious that the European Union focuses still on these riches.

The EU is an unprecedented centralization of ownership and political power of the capital. Its aim is to eliminate the risks resulting from the concentration of capital and the anarchy of production and to reconcile economic contradictions for achieving maximum profit. It is the last form to increase the power of capitalism. So far, big capital owners have coordinated their mutual disagreements.

The currently surging economic and financial crisis in EU shows how states in Europe cease to be power factors in the world politics. The capital has reduced the nation state which was a world conqueror to a mere police officer. This is confirmed by the 'terrorism' frightening, which restricts citizens' democratic rights and enables the fascist military actions around the world.

When we evaluate the future development of capitalism in Europe and working-class opportunities to develop the anti-capitalist struggle it is appropriate to take into account some of points and the past.

    • During centuries state borders has been shifted with wars, and peoples have been subjected to a fascist command, such as during the 1920 - 1940's. In spite of the border shifting the peoples in Europe are living in their territories for centuries. Europe is in this respect different from that of the U.S., whose population consists mainly of people who have origins in immigrants.
    • EU Member States are economically, commercially and politically advanced in different ways. Diversity affects the EU diffusely. Also the climatic conditions of the EU's regions are different. This puts pressure on the joint energy and environmental issues and agriculture. EU breaks down the seams in these areas.
    • The EU's so-called four "fundamental freedom" policy of capital, goods, labor and services, free movement across borders, has strengthened the big capital. At the same time, these "freedoms" scatter the working class and complicates the anti-capitalist struggle. Freedom of capital movements has created the current EU economic and financial crisis. The free movement of labor and the EU's immigration policy generate the same kind of situation that exists in the United States, - the continuation of exploitation and the empowerment of it.

Development of the EU into a federal state according to the will of the European economic consortium will trample underfoot more and more of the European peoples´ democratic rights. If the EU is able to convince peoples into this development, the capital will defend their new class power if necessary, even fascist-like way. To prevent the recurrence of the 20th century tyranny occurred in Europe, our communists have to clearly address the nature of the European Union as a fortress of the big business which oppresses the working class. The European Union cannot be changed to the Europe of peoples. That is why our Communist Worker's Party has been boycotting the EU elections. We did not want to adapt the Finnish people to EU´s supra-national decision-making powers and to believe that by participating in the election Finnish people will contribute the emergence of a democratic Europe. Our experience in the European Union has strengthened us to present identification: Off the European Union, boycott the EU elections. The European Union must be dissolved and Europe must be formed to a cooperative area of independent republics instead of a consortium of big capital.

The growing power of capital raises industry leaders, who are alien to the human emotions. Humanity does not move them. With their support and funding has raised political officials and political parties, who are ready to act obediently according the orders and plans of large-scale industry and the financial consortiums. Therefore, it is important that the labor movement nationally and internationally increasingly endorse irreconcilable class struggle against capitalism. Euro-communist, opportunistic communist parties and reformist parties, as well as the trade union movement led by reformists, which give their support to the European Union, in reality do support the policy of war and vandalism of European imperialist capitalism. They form together with the bourgeoisie the front against the revolutionary class struggle. Only by returning rich traditions of the Marxist-Leninist revolutionary struggle, can be achieved organizational and ideological unity, which forms a counterweight to the repressive politics of big capital. Only by that way the united working class are able to prevent that Europe will not be a large business enterprise of exploitation and oppression, and to promote that the peoples of Europe do not go into the fascism and more severe form of slavery.
